Senator's name found in arrested mayor's drug transactions record book: police chief

Metro Manila (CNN Philippines) — A senator's name is allegedly in a record book of drug transactions of an arrested town mayor with links to the drug trade, a police chief said Friday.

Police chief Jovie Espenido of the town of Albuera in the central Philippine island of Leyte said he saw the name of the high-profile senator in a logbook of transactions kept by Mayor Rolando Espinosa.

Espinosa was arrested on October 5 and charged with illegal possession of dangerous drugs and firearms.

"May [pangalan ng] senador nga nakita ko - dating secretary ng DOJ [Department of Justice] siguro iyon," police chief Espenido said. [Translation: I saw [the name of] a senator - perhaps that of a former Department of Justice Secretary.]

Espenido did not mention a name. In the Philippines' roster of sitting senators, only Leila De Lima has held the post of Justice Secretary under the previous administration of President Benigno Aquino III.

The police chief's statement comes after he filed on Wednesday a case of illegal possession of dangerous drugs against De Lima before the Ombudsman in the Tacloban City, the provincial capital of Leyte.

Mayor Espinosa has been tagged by President Rodrigo Duterte as one of the protectors of illegal drug activities.

His arrest followed a raid on his home on August 10 where illegal drugs, bomb-making ingredients, firearms, and the logbook were seized.

De Lima, who has been accused by inmates at the national penitentiary of having received money from illegal drugs to fund her senatorial bid, has denied links to the illegal drug trade.

She told CNN Philippines' "The Source" in a recent interview that President Duterte is the man behind a "massive demolition job" against her.

"So, he wants me out. He wants me finished," De Lima said in the interview.

There has been bad blood between Duterte and De Lima ever since De Lima, who once headed the Commission on Human Rights, investigated alleged extrajudicial killings in Davao City where Duterte served as long-time mayor.

Si De Lima ay nahaharap ngayon sa sari-saring alegasyon na may kaugnayan sa droga. Noong panahon ni De Lima bilang justice secretary ay lumawak diumano ang kalakaran ng iligal na gamot sa Bilibid. Sa panahon niya rin nagkaroon ng stand-off ang mga guwardiya ng Bilibid at mga preso sa piitan dahil nagkaroon ng matataas na kalibre ng baril ang mga preso.

Ang senadora rin ang itinuturo ng ilang high-profile inmates sa Bilibid. Ayon sa ilag presong tumestigo sa kamara, pinondohan daw ni De Lima ng drug money ang kanyang kandidatura sa pagiging senadora.

Nasampahan na ng reklamong drug-trafficking si De Lima sa Department of Justice ng grupong Volunteers Against Crime and Corruption (VACC) noong Martes at kamakailan lang ay naghain na rin ng reklamo ang kapulisan sa Ombudsman.

Defense chief: 3 Davao bombing suspects arrested

(2nd UPDATE) At a media briefing, Defense Secretary Delfin Lorenzana shows an actual video of the Davao City bombing retrieved from the suspects, whom he described as 'students' of the late Malaysian bombmaker Marwan


MANILA, Philippines (2nd UPDATE) – The military and the police have arrested 3 suspects in the bombing of a night market in Davao City, Defense Secretary Delfin Lorenzana said Friday, October 7.

Lorenzana said in a news briefing in Camp Aguinaldo that the suspects – members of the Maute Group – had "direct participation" in the September 2 attack.

They were identified as TJ Tagadaya Macabalang, Wendel Apostol Facturan, and Musali Mustapha.



"We have recovered solid pieces of evidence showing that they are indeed the terrorists who bombed Davao City on September 2....The Davao bombing case is closed, " Lorenzana said.

The defense chief said the investigation showed that the Davao blast was intended to "divert and disrupt" the government operations against the Abu Sayyaf Group in Sulu.

He said the suspects, who were presented at the end of the media briefing, were nabbed at a Cotabato City checkpoint on Tuesday, October 4, and were found with materials for improvised explosive devices (IEDs).

Lorenzana described the suspects as "students of Marwan," referring to the late Malaysian bombmaker Zulkilfi bin Hir who was the target of a controversial police operation in Mamasapano, Maguindanao, in January 2015.

Davao City mayor hails arrest

During the media briefing, Lorenzana showed an actual video of the Davao City bombing, which was taken from the suspects.

In the video, one of the suspects was heard shouting immediately after the blast: "Allahu Akbar!"

The video later showed people running for safety and saying, "Tabang! Tabang! (Help! Help!)"

Referring to the terrorist group Islamic State (ISIS), Lorenzana said, "I think they're trying to get the attention of ISIS."

In fact, he said, the video aimed to get the attention of ISIS.

The Abu Sayyaf had earlier claimed responsibility for the attack, but the group later denied this. On Friday, Lorenzana said the suspects are linked to the Abu Sayyaf.

In Davao City, Mayor Sara Duterte Carpio welcomed the capture of the suspects.

"This development is commendable as we vow to expeditiously give justice to the 15 victims who died and the 69 others who were wounded in the blast," she said.

"It is, however, important for us to remember that the arrest must ultimately lead us to the dismantling of terror groups in our midst or result in the failure of more senseless acts of violence and extremism," the mayor added.

Officials earlier said 9 suspects face multiple cases of murder and frustrated murder.

The blast happened at the Roxas night market in Davao City on September 2. It killed at least 15 people and injured more than 70.

After the bombing, Duterte declared a state of national emergency “on account of lawless violence in Mindanao.”

In a viral Facebook post by Former Professor and Chairperson of Ateneo de Manila University Christina A. Astorga asking to bring back the “Oplan Lambat Sibat” of former DILG Sec. Mar Roxas, and urging to “Stop Duterte’s blitzkrieg vigilante killing” adding that it is “Unconstitutional,Illegal and Immoral”.

She added that the “Oplan Lambat Sibat” was more effective than Duterte’s vigilante’s killing, “Bring back Roxas’ Oplan Lambat Sibat, or better still, bring back Roxas! He is the more intelligent, strategic, and effective crime czar than Duterte! And he operates within the law and he does not need emergency powers!”.

“Stop Duterte’s blitzkrieg vigilante killing that is unconstitutional, illegal, and immoral. Duterte is giving all citizens license to kill on mere suspicion. The poorest among us will be most likely the victims of false arrest and false executions. The rich can buy guns, hire lawyers, and also hire security guards to provide 24 hour protection. The poor will be defenseless victims of brutal violation of their right to due process and just law. When everyone is given by the president license to kill on mere suspicion, a lawless society is created. Is this president in his right mind. We have a killer president who seems to be trigger happy. Kill, kill, kill is his mantra!” she said.

Citing the statistics of “Oplan Lambat Sibat”, she said the crime rate in Manila was reduced by 60% since June 2014 when it was first implemented ” The cases of crime came down from 900 to 300 in August 2015. 146 of the 440 most wanted drug suspects were arrested in just 6 weeks!”. she added.

“Why is Oplan Lambat Sibat effective? It employs intensified police intervention like putting up checkpoints; it deploys mobile and foot patrol, and it engages in intelligence-driven operations. Roxas cites the three strategies that Oplan Lambat Sibat engages in– First, it audits the police blotters; second, it geo-tag crimes by location; and third it concentrates operations in places with the high incidences of crime. With these strategies, everyday, of 900, less than 500 people are not victimized by crime according to reports.”

“The difference of Roxas Oplan Lambat Sibat and Duterte’s Vigilante Killing is that Oplan Lambat Sibat is within the law. It employs only those with professional license and training to deal with crime. It is based on methodic intelligence work, coupled with strategies to effectively reduce crimes. Duterte’s vigilante killing is extra judicial– it is outside of the law– unconstitutional, illegal, and also immoral. It violates due process and fair trial. It is not based on methodic intelligence work. It is “bara bara”.. Just shoot to kill on mere suspicion. And Duterte is giving all citizens license to kill, and certainly includes those who are trigger happy! When crime is used to stop crime, it will only create more crimes and other social problems.”

“Bring back Roxas’ Oplan Lambat Sibat. Strengthen the police and military force; deepen and broaden intelligence work that help locate the places with highest incidences of crimes and drug; deploy more mobile and foot patrol in cities and towns. Get the participation of the community by employing citizens as the eyes and ears of the professional military and police force, but not the carriers of killer guns themselves with license to kill.”
